The RTA ownership transfer in Dubai requires specific documents from both the buyer and the seller. Missing or incomplete documents will delay or prevent the transfer. This guide covers every document you need and what to do if you are missing any.
Documents the Seller Must Have
Original Mulkiya (Vehicle Registration Card)
This is the most critical document. The Mulkiya is the vehicle's registration certificate and proof of ownership. It must be original (not a photocopy) and must be in the seller's name. If the Mulkiya is in someone else's name, that person must be present at the transfer or provide a power of attorney.
Seller's Emirates ID
The seller must bring their original Emirates ID. A photocopy is not acceptable. The ID must be valid (not expired).
Seller's Passport
While not always required, it is recommended to bring a passport as a secondary form of identification in case there are any questions.
Proof of Ownership (if not the original owner)
If the seller is not the first owner, they should have the previous transfer documents showing they legally own the car. These are typically provided when they purchased the car.
Documents the Buyer Must Have
Buyer's Emirates ID
The buyer must bring their original Emirates ID. A photocopy is not acceptable. The ID must be valid (not expired).
Buyer's Passport
While not always required, it is recommended to bring a passport as a secondary form of identification.
Proof of Insurance
The buyer must have valid motor insurance in their name before the transfer can be completed. The insurance policy must be active and cover the specific vehicle being transferred. You can purchase insurance from any UAE insurance company — most policies take effect immediately or within 24 hours.
Bank Account Details (for payment)
If paying by bank transfer, have your bank details ready. The seller will need your account information to receive payment.
Pre-Transfer Requirements
Clear All Traffic Fines
The seller must clear all outstanding traffic fines before the transfer. You can check fines through the Dubai Police website or the RTA app using the vehicle's plate number. If there are outstanding fines, the RTA will not process the transfer.
Clear All Salik Tolls
The seller must settle any outstanding Salik toll charges. You can check Salik balance through the Salik website or by calling their customer service. Outstanding Salik charges will prevent the transfer.
Obtain NOC (No Objection Certificate) if Financed
If the car has an outstanding bank loan or finance agreement, the seller must obtain an NOC from the bank before the transfer. The NOC confirms that the bank has no objection to the transfer of ownership. This typically takes 24–48 hours after the seller requests it from the bank.
Arrange Insurance in Buyer's Name
The buyer must have active motor insurance in their name before attending the RTA transfer. Insurance can be purchased online from any UAE insurer and typically becomes effective immediately.

Documents to Bring to the RTA Centre
When you attend the RTA transfer appointment, bring the following documents:
From the Seller
- Original Mulkiya (registration card)
- Original Emirates ID
- Passport (recommended)
- NOC from bank (if applicable)
From the Buyer
- Original Emirates ID
- Passport (recommended)
- Proof of insurance (policy document or confirmation email)
Both Parties
- Completed transfer form (provided by RTA)
- Payment method for RTA fees (cash or card)
The RTA transfer fee is AED 350 for a light vehicle, plus AED 20 knowledge fee. If new number plates are required, add AED 400. The buyer typically pays these fees.
After the Transfer is Complete
Once the transfer is completed at the RTA centre, you will receive:
New Mulkiya (in the Buyer's Name)
The new registration card is issued immediately in the buyer's name. This is the proof of ownership for the buyer going forward.
Transfer Certificate
A transfer certificate confirming the change of ownership. This is provided to both the buyer and seller.
New Number Plates (if applicable)
If new plates were ordered, they will be ready for collection within 24–48 hours. The RTA will provide instructions on where to collect them.
Common Document Issues
Mulkiya in Wrong Name
If the Mulkiya is in someone else's name (previous owner, family member), that person must either attend the transfer in person or provide a power of attorney. A power of attorney must be notarized and certified by the UAE courts.
Expired Emirates ID
An expired Emirates ID is not acceptable. The seller or buyer must renew their ID before the transfer can be completed. ID renewal typically takes 1–2 days at any GDRFA centre.
Outstanding Fines or Salik Charges
If there are outstanding fines or Salik charges, the transfer will be rejected. The seller must clear these before the transfer appointment. Fines can be paid through the Dubai Police website or at any police station. Salik charges can be paid through the Salik website or at any petrol station.
No Insurance in Buyer's Name
The buyer must have active insurance before the transfer. If insurance is not in place, purchase it immediately through any UAE insurer. Most policies become effective within hours of purchase.
Bank Loan Not Cleared
If the car has an outstanding bank loan, the seller must obtain an NOC from the bank. The transfer cannot proceed without it. Contact the bank and request the NOC — it is usually issued within 24–48 hours.
